The Fool tucks himself against Fitz, and with shaking fingers wordlessly encourages Fitz to remove his clothing.

And this, this, in itself is a great intimacy. A trust. A vulnerability. Fitz is honoured, He is no expert; however he knows enough of lovemaking to know that being entirely naked is not necessary for pleasure, joining, or for love. He knows enough of the Fool to know that being trusted with the Fool's nakedness is an overwhelming compliment.

So, while his own nakedness it bears nowhere near the same significance, he undoes the laces and removes his own shirt, first. To show in some small, small way that he gives trust for trust, gives love for love. Then he encloses the Fool in the circle of his arms, before taking the few small steps back to the fire.
